This PR refactors the upgrade script so that it can be used from inside the Docker container, but also via native toolchain invocations. It also adds a Powershell version of the script.
The docker command specified for
upgradeConfigurationhas been fixed to use the correct property name to specify the command args.It also bumps the package version to 1.13.0 for release.
