- pyBigWig seems to be unused - pybbi fails to install as it requires Cython to be installed already. Somehow pip can't resolve the dependencies
The first one is just the primary tilesetUid. The second one only makes sense if the first one is pointing to a preloaded annotation db. In that case the second one should be the primary tileset in case not all zoom levels have been preloaded.

This code enables pulling cached or preloaded snippets, which is used by Scalable Insets to provide much better performance.
It also adds support for pulling out snippets at the closest zoomlevel when zoom-level is set to
-1. This is handy for extracting TADs because one normally just wants to pull them out at the closest zoom-level just below the one that matches and does the last bit of zooming using Max's outrageously awesome zoomArray function.
