This PR improves
GeocodeCovmessages to the user. It harmonizes the messages printed by theGeocodeCovinterpolation and area projection algorithms, using an existing function_print_parameters(), that is called by both algorithms. The PR is motivated by an external user who got confused by the message "-- flag_apply_rtc (0:false, 1:true): 0", that was only printed by the interpolation algorithm.
