This test enables MLIR verification in tests that use Pallas kernels. Specifically, flag `--xla_tpu_enable_mlir_verifier` enables MLIR verification in non-debug builds during kernel parsing and after each Mosaic rewriting pass PiperOrigin-RevId: 816793214
