Summary

• Update Bun from 1.3.14 to 1.4.2 in .tool-versions
• Regenerate bun.lock and tko.io/bun.lock, bumping lockfile format from version 1 to version 2 (configVersion 0 → 1)
• Bump @changesets/cli devDependency from ^2.31.0 to ^3.0.3
• Pin install.linker = "hoisted" in bunfig.toml: Bun >=1.4 defaults to the isolated linker, which only links each workspace package's declared deps into its own nested node_modules. That broke specs relying on the monorepo-wide root hoist of @tko/* packages (e.g. packages/utils.parser/spec/preparserBehavior.ts importing @tko/provider.databind, which @tko/utils.parser doesn't declare as a dependency itself).
