Background
Adds
PARTHENON_INSTRUMENTto every function that might contain a kernel and is notKOKKOS_INLINE. Some functions that don't have kernels but call functions with kernels are also instrumented.This was done with a script followed by walking through the changes. So I might've missed something.
There is a corresponding jaybenne change.
