Goal And Delivered Outcome

Integrating #7987 with current main (b4216d8c7) makes interaction_contract.py exceed its existing module metric ceiling. Move the execution-preparation channel projection into the existing quota/execution_preparation.py owner and retain its invocation at the same point. The integrated candidate passes the unchanged maintainability gate after this extraction.

This is a stacked follow-up targeting codex/auto-lease-preparation-20261103, based on c10b100c049e8298622e5bc96e6756631dd3d8b5. It does not duplicate the selection-admission fix in #7987.
