Release 0.68.0

Updates the Rust workspace, Cargo lockfile package records, npm wrapper, and all six npm platform packages from 0.67.0 to 0.68.0.

This prepares the next LPM CLI release so the published wrapper resolves matching native packages on every supported platform.

Validated locally with Rust 1.94.0:

• Cargo dependency policy and CI shell/benchmark helpers
• npm wrapper tests (22 passed) and pack check
