Handling the responses is not yet handled.
Global profile updates (MSC4262) are now carried on the StateChanges struct and written in the same DB transaction as the rest of a sync, rather than through a standalone StateStore::save_global_profile_updates method.

Builds on top of #6685, this PR reads the stored global profiles and combines the user status fields into the various room member profile types in the SDK. This PR doesn't yet propagate those fields to the FFI layer.
