/hold
WIP PR to have upgrade scenario to do control plane upgrade to three consecutive minor versions and we will keep the worker in the initial kubernetes version.

I will add documentation later

also this https://gerrit.nordix.org/c/infra/cicd/+/24559/1/jjb/metal3/job_capm3_periodic_e2e_k8s_upgrade_n3_tests_prow.yml is only adding periodic, can also add pr test so we can test it before merging.
