Description (What does it do?)

Sets the collation of the path field to C so that paths sort correctly under all host systems.

How can this be tested?

• Create 36 programs and try to add a 37th locally on main, it should fail
• Checkout this branch and run the migrations
• You should now be able to create the 37th (and more) program
