When there are some cases that RC builds are helpful, it is not the common path and currently adds 300 network requests to startup (and a 30s spinning on emulators for me). This PR reworks a number of things around RC builds.

  1. The default offered version is never an RC build
  2. The RC build info is fetch on demand in the version selector
  3. A checkbox is added to show/hide in version selector (Add a checkbox to show/hide RC builds on the version picker #49)

The same archive.mozilla.org folder has data for both channels so avoid the
extra network requests.
Using RC builds is a special case so lets not make it the default
recommendation and instead rely on version selector screen.
Scraping every RC is taking 300+ network requests on startup for a rarely used
feature so instead on fetch on-deman in the version selector.
Add a "Show release candidates" checkbox to the Fenix version picker. RC
builds are hidden, and not fetched, until it's checked, so most picks only
see published builds. It starts checked when an RC is already selected, and
is only shown for apps that have release candidates.
