Description

Dependabot's Go updates fail because a fresh checkout contains no source file in pkg/grpc/proto. go mod tidy then searches for a nonexistent external module. The failure recurred in run 37836470197.

Keep a tracked package declaration so module discovery resolves the local package before code generation. This restores this PR's original fix on current master; the declaration is absent from master despite the earlier closure note. Generated files and dependency changes are not included.

Notes for Reviewers

  • Reproduced the exact no matching versions for query "latest" error with CGO_ENABLED=0 go mod tidy -diff on clean master.
  • With only doc.go added and no generated files, CGO_ENABLED=0 go mod tidy succeeds. Unrelated go.sum cleanup was restored.
  • Generated the real backend protobuf files, then passed CGO_ENABLED=0 go test ./pkg/grpc/proto ./pkg/grpc -count=1.
  • git diff --check passes. GitHub CI remains pending.

Cherry-picked to master in batch 2.

Dependabot runs go mod tidy without generating backend RPC types.
Keep a tracked package declaration so it resolves the local package
instead of searching for a nonexistent external module.
