ci: release without gh - #146
Merged

Conversation
The release jobs called gh, which is not installed on the self-hosted runners, so v0.36.1 got a release but no binaries. Go back to the create-release and upload-release-asset flow sendme used before, pinned, with the upload going through n0's maintained fork as iroh does. The upload_url input lets a dispatch run attach binaries to an existing release.

n0-computer/actions-upload-release-assetlike iroh. Adds anupload_urldispatch input so binaries can be attached to an existing release (e.g. backfilling v0.36.1).
