__NDK_MAJOR__ is present for NDK 16+. NDK 19+ includes log2f.
log2f is available in the arm64 headers.
Before `__NDK_MAJOR__` became available, we determined availability based on `HXCPP_CPP11`. With an extra conditional, we can check both.

Same as #4, but this one maintains backwards compatibility. Tested with NDKs 15 and 21.
