With this, we can adaptively truncate text based on the available space. When truncated, we can display the full version in a tooltip.

This is built on top of
#1269,#1244,#1245, #1246,#1255, !#1262,#1265,#1266,#1279,#1259,#1281,#1283and #1290.These PRs add the required features for configuration and customization and other required features.
The new code in this PR is just for configuring and enabling those features.
