When PartitionCount is configured smaller than MemberCount, the consistent hash ring cannot distribute partitions across all cluster members, resulting in a runtime error ("not enough room to distribute partitions").
This change validates that PartitionCount is greater than or equal to MemberCount during config validation, providing an immediate descriptive error on invalid configurations.
Fixes #277
