docs(permissions): clarify group permission vs Group Manager scope#406

- Add a "Group permission vs. Group Manager" section contrasting blast radius: enabling a Manage X permission on a group grants every member full org-wide management of that resource type, whereas a Group Manager is scoped to that group's private resources and can't make anything public. - Correct "Manage Actions" from "organization-wide only" to scopeable for Group Managers, scoped through the managed group's agents (tools/MCP have no direct group association). - Add managing actions to "What a Group Manager can do" and make the "cannot make a resource public" limit explicit.
