What

Add a developer-focused guide to run Monad DevNet on Apple Silicon (macOS) via Docker (linux/amd64 emulation).

Why

Many Monad contributors use Mac M1/M2/M3/M4. This guide makes it easy to build and run DevNet locally before deploying to Linux servers.

This complements our server-side Monitoring & Auto-Heal guide (Prometheus + Grafana + Watchtower) for production RPC.

This guide provides step-by-step instructions for setting up Monad DevNet on Apple Silicon using Docker, including prerequisites, building, and running the application.

This PR introduces a clear step-by-step guide for developers using Apple Silicon Macs (M1–M4) to set up and run Monad DevNet locally.

It complements existing Linux instructions and makes the onboarding process smoother for macOS users.
