Ship the CLI in releases; build Windows only on request - #26

The Linux job packages moq2ts-cli as its own AppImage and smoke-tests it. The macOS bundle carries moq2ts-cli, deployed with macdeployqt. The Windows zip carries moq2ts-cli.exe. The Windows job runs only from a manual dispatch with windows set or when the repository variable BUILD_WINDOWS is true; the release job accepts a skipped Windows build. The receiver is not packaged: it needs an installed moq5, which has no prebuilt SDK.

moq2ts-cli-linux-x86_64.AppImage, packaged with the same linuxdeploy tooling as the GUI AppImage; the step runs--helpon the packaged file. I packaged and ran it locally before pushing.moq2ts-cligoes intomoq2ts-publisher.app/Contents/MacOSand is deployed withmacdeployqt -executable; the step runs it.moq2ts-cli.exejoins the zip. The job is off by default: it runs from a manual dispatch withwindowsset, or when the repository variableBUILD_WINDOWSistrue. The release job accepts a skipped Windows build, so a tag still releases the Linux and macOS assets.moq2ts-receiver. It links an installed moq5, which has no prebuilt SDK (openmoq/moq5 has no releases), so packaging it would mean building moq5 in CI. README says so.The Windows packaging change is untested here because the job is skipped on this PR; run the workflow by hand with
windowsset to check it before relying on it.This change is
