[ART-14320] Fix mustgather pullspec

[vfreex]

Update must-gather image pullspec to use quay.io/openshift/origin-local-storage-mustgather:latest. Pullspecs used in CSV should always match those in image-references file. Downstream build will replace with downstream pullspec by the automation.
