- apply IssuerConfiguration overlay to issuer and OIDC metadata endpoints
- keep server-derived credential configurations while honoring DB overrides
- normalize authorization_servers to public URLs and gate nonce endpoint by config
- align signed metadata JWT typ/sub behavior with OID4VCI expectations
- make credential offer code generation idempotent and reject reused exchanges
