Rewrite online passive scanner in Tailwind

Summary

• rewrite /online-passive-scanner/ into a Jekyll-native Tailwind launcher with cleaner passive-scanning copy
• rebuild /online-passive-scanner/report.html from scratch in Tailwind + vanilla JS (no legacy iframe/jQuery/bootstrap embedding)
• preserve old routes with compatibility redirects from /passive-scanner/ and /passive-scanner/report/
• update nav, docs, and CI/static-integrity link checks to align with the new scanner/report flow

Validation

• static integrity check script passes locally
• local bundle exec jekyll build could not be executed in this environment due missing local Jekyll/bundler runtime
