util/traceevent: update the default value of FlightRecorderConfig

Issue Number: ref #64008

Problem Summary:

What changed and how does it work?

Update the default value of FlightRecorderConfig.Categories
It should not include the dev_debug category by default.

Update test for @@tidb_trace_event default. Since this is changing constantly,
the test should not expected a specific value
