What problem does this PR solve?

Issue Number: ref #62200

Problem Summary:

What changed and how does it work?

in #62618, we add a sanity check to InvolvingSchemaInfo in test, it should be enough for DDLs cames from mysql client, but BR will start a domain and run DDL by calling related API directly, BR might pass the wrong param to InvolvingSchemaInfo, and the ddl job scheduler appears stuck, so we make the check mandatory, to find those issues early
