Problem

T3 threads currently have no optional, persistent project-level civilization layer for durable citizen identity, lineage-aware lifecycle, bounded shared knowledge, or passive citizen-to-citizen correspondence.

This is a substantial feature proposal. I do not have a prior maintainer-approval link to cite; this PR is being opened transparently for review of the direction and implementation.

Change

  • add server-owned Civilization contracts, migrations, durable citizen/config/knowledge/mail state, retention/purge/recovery, and bounded diagnostics
  • integrate enrollment, titles, settlement/return, provider-turn context delivery, passive inbox delivery, CLI/MCP/HTTP surfaces, and capability reporting
  • support stable personality assignments with off | mild | rich rendering without rerolling existing citizens
  • add the Settings/operator UI for configuration, census/project inspection, retention/purge/export, and historical provider-turn context inspection
  • keep exact historical packet detail permission-separated (settings:write), explicit-load only, retention-controlled, and excluded from project export
  • reconcile the implementation onto current main (70d60e03a7a35c6fa131825bbfa05ec893e69912), including the current incremental timeline projection path and current auth-scope contract

Current source head: f80bbcf9597cbf3ef4132acfb8b385298c423e08.

Verification

Re-run after final reconciliation onto current main:

  • contracts typecheck: pass
  • provider-core typecheck: pass
  • client-runtime typecheck: pass
  • server typecheck: pass
  • web typecheck: pass
  • changed Civilization/server regression: 37 files / 588 tests passed
  • isolated G7 acceptance and performance-baseline probes: pass
  • affected web regression: 11 files / 336 tests passed
  • client-runtime Civilization tests: 9/9 passed
  • production-scale G7 acceptance: pass under the existing packet/census/inbox/passive-send latency budgets, with zero provider work
  • server vp pack: pass
  • web vp build: pass
  • changed-file lint: 0 errors; the 6 reported warnings are present at the same sites in upstream main
  • git diff --check: pass

No live provider calls or live T3 userdata were used during the reconciliation/PR pass.

Known follow-up / limitations

  • The broader project acceptance plan still has live provider-quality closure work outside this source diff: 23 remaining authorized off/mild replication cells after provider quota returns, plus a separately authorized rich-mode Codex/Claude matrix.
  • The generic release smoke still needs a supported Linux/CI environment (or Windows with functional Bash + jq); the local Windows environment does not currently provide that toolchain.
  • I have not attached the UI screenshots requested by the contribution guide in this PR submission.

Scope notes

The feature is intentionally server-owned and bounded: no companion daemon, no provider wake/steer behavior, no automatic model turns for mail, no generated lore/transcript ingestion, and no claim of full provider support where adapter-specific context delivery has not been proven.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — This PR adds a large persistent agent-civilization capability spanning production storage, lifecycle processing, provider-turn injection, APIs, administrative data operations, and UI. It also introduces new product defaults and disables multiple static-analysis diagnostics, so the aggregate runtime and maintenance impact requires human review.

Needs human approval because:

  • Per-review cost limit exceeded (workspace setting). Approvability relies on correctness review in order to determine eligibility

Review your spending limits in Billing settings, or comment @macroscope-app review this PR to bypass the limit and review now. You can add or adjust custom eligibility rules. Learn more.

Merge Risk: 🔵 Low · up to 0ec53

The Civilization feature adds broad optional functionality. The remaining issues are bounded: a performance test can fail CI at random on slower runners, a few settings-UI behaviors are wrong (stale dialog detail, note-category entry, corrupted text, an inspect link shown when no record exists), and several earlier minor cleanup and retention concerns remain open. The change is mergeable with owner awareness, but these should be fixed or tracked.

Security architecture risk: 🟡 Moderate · up to 0ec53

The feature adds persistent shared agent data and sensitive historical context access. The inspected reads enforce server-side permissions and project matching. However, cleanup across session changes and the broader retention, recovery, and rollout transitions remain only partially established.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — For the checked detail endpoint, the effective access scope is retained inspection detail across caller-selected projects in the authenticated environment, provided the caller has settings:write. The environment-wide privilege is the controlling boundary; narrower project isolation was not established or assumed.

Trust Boundaries and Controls

  • observed — The sensitive read is not protected solely by the UI. The handler independently requires settings:write from the authenticated principal before invoking the database read, and the lookup returns no record when the supplied project and inspection identities do not match.
  • observed — The web action resolves the prepared connection for the requested environment and rejects execution when none is available. The authenticated transport uses that connection's endpoint and credentials; DPoP authorization renewal includes its expected environment ID.

Resilience and Maintainability Implications

  • observed — Historical detail is fetched by an explicit action, held in component state, and cleared when the dialog closes. The enclosing target view is keyed by environment and project, limiting ordinary cross-target state reuse. Late callbacks and same-environment authorization changes remain unresolved lifecycle cases, not demonstrated unauthorized disclosure.

Hardening Proposals

  • proposed — Explicitly bind sensitive dialog state and asynchronous completions to the current request and session generation. Clear or ignore results after close, disconnect, or authorization loss, while retaining the existing server-side permission check. This is lifecycle hardening, not a verified access-control finding.

Add a reason to the diagnostic-disable directive.

Line 1 disables nodeBuiltinImport and gives no reason. The packet probe gives its reason in a -- reason suffix, for example on Line 1 of CivilizationPacketTransportProbe.test.ts.

Proposed fix
-// @effect-diagnostics nodeBuiltinImport:off
+// @effect-diagnostics nodeBuiltinImport:off -- the probe creates temp SQLite files for cross-connection races

As per coding guidelines: "Does every directive you added that disables a lint, type-checker, or LSP diagnostic say why, in a -- reason suffix or a comment above it?"

Validate the decoded cursor shape before reading its fields.

decodeInspectionCursor casts the result of JSON.parse to InspectionCursorPayload and then reads value.createdAt inside the filterOrFail predicate. A cursor such as bnVsbA decodes to null. Reading a property of null throws a TypeError inside the predicate. That throw is a defect, not a typed CivilizationContextInspectionInvalidError. The inspection-list caller then gets an internal error instead of a typed bad-request error. Check that the parsed value is a non-null object inside the try block.

🛡️ Proposed fix
 const decodeInspectionCursor = (cursor: typeof CivilizationContextInspectionCursor.Type) =>
   Effect.try({
-    try: () =>
-      JSON.parse(
-        Buffer.from(String(cursor), "base64url").toString("utf8"),
-      ) as InspectionCursorPayload,
+    try: () => {
+      const parsed: unknown = JSON.parse(
+        Buffer.from(String(cursor), "base64url").toString("utf8"),
+      );
+      if (typeof parsed !== "object" || parsed === null) throw new Error("cursor");
+      return parsed as Partial<InspectionCursorPayload>;
+    },
     catch: () => new CivilizationContextInspectionInvalidError({ reason: "invalid_cursor" }),
   }).pipe(

This follows the retrieved learning: a static cast of JSON.parse output gives no runtime guarantee.

Reject non-integer inspection page limits.

Math.trunc(NaN) returns NaN. Both NaN < 1 and NaN > 100 are false, so a NaN limit passes this guard. The query then binds LIMIT NaN + 1, which removes the intended page bound or produces an SQL error, depending on how the driver binds NaN. A numeric conversion of a non-numeric query value can produce NaN at the HTTP boundary. Use Number.isSafeInteger, as KnowledgeService.pageSize already does.

🛡️ Proposed fix
-    const limit = Math.trunc(input.limit ?? 50);
-    if (limit < 1 || limit > 100) {

Count deleted tombstones atomically with RETURNING.

readerWorker is not involved here. The client uses the reader only inside a ReadOnly context, while this cleanup runs on the writer. However, the DELETE and SELECT changes() calls are separate writer statements. Another writer statement can run between them and change the value returned by changes().

Count the rows returned by the DELETE statement instead.

Stop keying editable rows by the ID the user is editing.

Each name row uses key={entry.id} (line 296). Each profile row uses the same key (line 648). The ID Input inside each row updates entry.id on every keystroke. React sees a new key on each keystroke. React then unmounts and remounts the row, and the ID input loses focus after every character. If an edited ID briefly matches another entry's ID, React gets duplicate keys and can reconcile the wrong rows. Use a key that the ID field does not change. The row index is enough here because reorder and remove already go through state updates.

🐛 Proposed fix
-                <div

+                <div key={index} className="space-y-2 rounded-lg border p-3">

For a key that also survives reordering, assign each draft entry a local client key when you create the draft.

Do not block every target when one environment is disconnected.

civilizationConfigTargetsAtom returns Effect.never for any target that has no prepared connection. The Effect.forEach call then never completes. One offline environment keeps the whole multi-target query pending, so the connected environments never show their data either. Fail that target with CivilizationEnvironmentDisconnectedError, or return a per-target null overview. The connected targets can then render.

Check limit on the census, note-list and inbox-list endpoints in the same way as contextInspectionList.

census, noteList and inboxList pass Number(args.query.limit) to the service without a check. A query such as limit=abc produces NaN, and limit=-5 produces a negative number. Clamping such as Math.min(NaN, max) gives NaN. Depending on the service, the result is either a SQL error, which becomes a 500, or a page with no bound. parseOptionalPositiveInteger already exists in this file. Use it here and return EnvironmentHttpBadRequestError for invalid values.

The UPDATE at Lines 636-642 filters only on project_id. Each batch therefore does the following:

  • An in-progress batch sets progress_state = 'in_progress' and purge_completed_at = NULL on tombstones that were already complete. Examples are an earlier thread tombstone or the thread:old-tombstone row in the tests. The retention preview at Lines 263-288 requires progress_state = 'complete' and a non-null purge_completed_at. While the batch runs, those rows are not counted.
  • A completing batch sets purge_completed_at = now on all rows. An idempotent repeat applyPurge or cleanupDeletedProject on a completed project does the same. Each repeat moves the tombstone retention deadline forward, so repeated calls can keep tombstones indefinitely.

Limit the update to rows of the current run, and keep completion timestamps that already exist.

Proposed fix

Substitute the title placeholders in one pass.

The sequential replaceAll calls also rewrite placeholders that appear in substituted values:

The managed thread title then differs from the intended text. Use one regex pass so substituted values stay literal.

Read the thread snapshot and the sequence inside the enrollment transaction.

projections.getThread and eventStore.latestSequence run outside sql.withTransaction. Suppose a host event for the thread (for example, thread.settled) commits after getThread and before latestSequence. Then enrollCivilizationThread stores the old closed and delivery_* state with last_applied_sequence set past that event. Reconciliation skips the event, so the citizen keeps the wrong lifecycle state until another thread event arrives. During that time, mail for the citizen is not terminalized.

Move both reads into the transaction.

🗄️ Data Integrity & Integration | 🟠 Major | ⚡ Quick win

Use the current retention period when restarting a completed purge.

After a completed purge, tombstoneRetentionForProject returns the existing project tombstone’s retention_days before it checks configuration. If an operator increases tombstone retention and later purges new data, restartCompleted stores the old, shorter period for the new purge. Cleanup can then remove the new tombstones before the configured retention period ends. Resolve the new purge’s retention period from the applied and configured policy rather than the completed tombstone.

2802-2819: 📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win

Use the Button primitive for the icon link.

The raw Link carries hand-written icon-button classes for size, hover, radius and focus ring. These classes copy the look of Button size="icon-xs" variant="ghost-muted". That same pairing is used elsewhere in this file and in the settings pages. Render the link through Button with render={<Link … />}, and keep only layout classes on the call site. The path instruction requires "use controls from components/ui rather than styling raw buttons … to imitate provided controls".

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Keep wall-clock latency budgets out of the default test run.

This file is a *.test.ts file. The default vp test run therefore picks it up. It builds a fixture with 10,000 citizens and 5,000 messages. It then asserts p95 budgets of 10 ms for packets, 50 ms for census and inbox pages, and 100 ms for sends. These budgets come from the author's machine. Shared CI runners have variable CPU and disk performance, so a budget miss can fail an unrelated PR at random. The fixture setup also adds tens of seconds to every test run.

Gate the timing assertions behind an explicit environment flag, such as CIVILIZATION_G7_ACCEPTANCE=1. Keep the deterministic checks unconditional: zero provider work, an empty effect outbox, and the capacity rejections.

Proposed change
-      for (const gate of gates) {
-        assert.isTrue(
-          gate.passed,
-          `CIVILIZATION_G7_BUDGET ${gate.name} p95=${gate.p95Ms.toFixed(3)}ms exceeds ${gate.budgetMs}ms`,
-        );
-      }
+      if (process.env.CIVILIZATION_G7_ACCEPTANCE === "1") {
+        for (const gate of gates) {
+          assert.isTrue(
+            gate.passed,
+            `CIVILIZATION_G7_BUDGET ${gate.name} p95=${gate.p95Ms.toFixed(3)}ms exceeds ${gate.budgetMs}ms`,
+          );
+        }
+      }

You can also use it.skipIf(process.env.CIVILIZATION_G7_ACCEPTANCE !== "1") for the whole test, so the large fixture is not built in ordinary runs.

Show the inspection link only when Civilization context exists.

A matching provider turn and resolved attempt add providerTurnOrdinal and attemptId to assistant messages without any Civilization check. AssistantMessageMeta then renders the link when identifiers and project membership exist. For a project without a retained Civilization record, the destination displays “No retained context-inspection records match these filters.”

Gate the link on a per-turn inspection marker or another condition that proves context exists. The project’s enabled state alone is not sufficient when no record exists for that turn.

Replace the corrupted ? characters in the user-facing strings.

Many strings have a literal ? where the original text had …, · or quotation marks. Examples:

  • "?Provider start accepted? means …"
  • "Loading sensitive detail?"
  • "{included} included ? {omitted} omitted ?"
  • "Loading historical context metadata?"
  • "thread … ? run … ? attempt …"
  • "{packetBytes} B ? roster …"

Users see these as broken text and as questions. The other new settings files use … and · correctly. formatDate (Line 109) and MetadataValue (Line 154) also show ? for a missing value, where — is the likely intent.

Ignore detail responses that are no longer current.

inspect applies every resolution or rejection to the shared dialog state. It does not check that the response belongs to the row the user opened last. Consider this sequence:

  1. The user opens row A.
  2. The user closes the dialog.
  3. The user opens row B before row A's request settles.

Row A's late then can then put row A's packet into row B's dialog. civilizationSensitiveReadAction uses concurrent: false, so the call for row B may also interrupt the call for row A. If the interrupted promise rejects, the catch puts an error message into row B's dialog. It also sets detailLoading to false while row B is still loading.

Track a request token in a ref. Apply results only when the token is still current. Clear the token when the dialog closes.

🐛 Proposed fix
+  const detailRequestRef = useRef(0);
   const inspect = (summary: CivilizationContextInspectionSummary) => {
+    const requestId = ++detailRequestRef.current;
     ...

+        if (detailRequestRef.current !== requestId) return;
         setDetailLoading(false);
         setDetailMessage(errorMessage(error));
       });

In the dialog's onOpenChange, increment detailRequestRef.current when open is false.

Keep the raw text while the user edits note categories.

On each keystroke, the input value is split on commas, trimmed, filtered and joined again with ", ". If the user types a,, the value becomes ["a"] and the field shows a. The comma disappears immediately, so the user can't type a second category. Pasting a whole list is the only way to enter more than one category.

Keep the input text in local state while the user edits. Parse the text into the draft on blur or at save time.

🐛 Proposed approach
function CategoryListEditor({ value, onChange, label, disabled }: {
  readonly value: ReadonlyArray<string>;
  readonly onChange: (value: ReadonlyArray<string>) => void;
