A maintainer editing an issue title after the needs more info label is added removes that label on the next run, so only-issue-labels excludes the issue and it never reaches the seven-day close. remove-issue-stale-when-updated reacts to any issue update, not just reporter replies; use reply-specific handling to cancel the timeout.
