The Appveyor CI service hasn't been working for us lately due to a windows line length issue and a long Miniconda PATH variable. This PR fixes the issue. It also adds a few more build environments.
I'm largely following MetPy's example, so credit goes to @dopplershift. Thanks @dopplershift!
