Fix broken wiki links on building page

Summary

• Update "Developer Environment Setup" link to /setting-up-environment (existing target)
• Update "System Layout" link to /architecture (existing target)
• Resolves dead links noted in issue [OUTDATED]: 2 pages have been missing in wiki (404) #11 ([OUTDATED]: 2 pages have been missing in wiki (404))
