This PR backports updates to the Messaging plugin UI/behavior, expanding it from trace-style controls into a module/category-based messaging control view with an updated messages table and related styling.

- Reworked
MessageControlto fetch modules and per-module categories, and to enable controls via a generalizedenableControl(...)RPC. - Updated the Messaging UI markup to use a new module selector, categories area, and a revised messages table layout.
- Updated CSS to style the new messages table container/header and added additional header/button styling tweaks.
