Fix nightly trigger

• Use the right context when triggering action. Currently apt.yml workflow in started from unstable, but the "context" is master, which makes github checkout master in checkout action and breaks the build
• Added condition to run schedule only for the official repo, to avoid running in forks with enabled actions
