Release 0.3.2

For CLI:

• Update patch CLI to allow patch_file to come from StringIO. Add other elements to enable HTML UI.
• Use button control for HTML ui.
• Add CLI to_sxp option to patch command.
• Update CLI so that patch command name and patch option are not the same, using patch_input instead.
• Add command line documentation to README.
