This syslog is defined using the FFI gem and JRuby's jnr-constants library for the syslog constants. The makefile is stubbed out on JRuby since it is not needed and the existing syslog.rb loads either the JRuby version or the standard C extension.

@seydar I believe this is yours. Thank you! I would like to incorporate it into the official syslog gem, since JRuby depends on this version and the gem cannot otherwise be supported on JRuby.

@knu @hsbt As this is my first contribution to this gem, please review my change. It can be merged and released now, which will let us migrate JRuby to using the gem and fix #1 for our users.

I have re-pushed with a final tweak and tested that the gem builds and works properly with my local JRuby.
