Update custom emoji

[Fiffers]

This PR adds a few new features:

• Animated emoji support. Animated emoji will show their animations in the chat widget, overheads, and the suggestion overlay.
• Dynamic chat spacing
• Better image processing (scaled down images look a bit less aliased now)

EDIT: size-l tag would be more appropriate, majority of line changes (>3000) in the diff are in the debug plugin

If you want your PRs reviewed at a normal cadence I would not submit repeated patches of this size. At 5k I'm basically never going to look at this. At ~1k or less I am pretty much guaranteed to look at it every time I do a pass on the update queue.

Understood, but the majority of those 5000 lines are in the debug package. Still around 2000 lines though. Smallest I could make it.

Edit: Removed majority of changes from debugplugin package so hopefully the line change count is a bit more palatable.
