ci: bump workflows-macos to v0.5.9 and allow a manual beta (#262)

Summary

• Bumps all three per-app shells to LeanBytes/workflows-macos@v0.5.9 (beta and release from v0.5.3, PR from v0.5.8). The range only adds optional inputs, so nothing else in the shells changes.
• Adds a workflow_dispatch trigger to distribute-beta.yml with a force-beta checkbox (v0.5.7), so a beta can be re-cut when nothing changed since the last one: after a flaky runner, a toolchain bump, or to reship the same code. It never overrides "already released"; a released version still needs a new changelog version first. A normal push to main behaves exactly as before.
• The beta job now also requires github.ref == 'refs/heads/main'. Without it, a manual run started from a feature branch would tag that branch and publish it as a beta.

Notes

• The "Run workflow" button appears only once this is on main.
• This PR's own run exercises distribute-pr@v0.5.9. The beta and release shells are first exercised by the next merge and the next tag.

Verification

• actionlint passes on every workflow file.
• Every with: and secrets: key the three shells pass was checked against the workflow_call declarations of the v0.5.9 orchestrators: none undeclared, no required one missing.
