visibility can have mixed fractions (1 3/4) that have spaces in them. This fix checks for mixed fractions. runway visual range format can be specified differently too. I added a check for that format. I based my changes on the following reference: http://www.astro.keele.ac.uk/oldusers/rno/Aviation/metar_codes.html
