Why I did it
lldpd only supports LLDP neighbor detection on eth0 and does not work for other management ports. See: sonic-net/sonic-buildimage#28897. When the device has multiple management ports, only neighbor entries for eth0 are displayed, and only eth0‑related neighbor entries are synchronized to the APP database.
How I did it
Add LLDP detection and entry synchronization support for other management ports
How to verify it
When the switch has multiple management ports, show lldp table can display neighbor entries normally.
