@substrait-io/maintainers can someone help to update the required status checks (remove the 3.8 jobs, add the 3.12 and 3.13 jobs)? |

I've removed the 3.8 jobs -- I think we have to merge this first before enabling the newer ones because they haven't run yet outside of @tokoko's fork |

drops support for python 3.8 that already reached EOL.
adds py312 and py313 to ci instead.
