chore: run the cross-platform and async dev e2e legs on pushes only

A pull request rarely changes the outcome of the six cross-platform legs or the three async dev legs, and the two resolution no-js legs duplicate the base no-js legs, since nothing requests __route.js without JS. The duplicates go; the nine others move to an e2e-push job that runs on pushes to version-3 only, sharing env and steps with e2e through YAML anchors. A pull request runs 24 jobs instead of 33, a push still runs everything, and --list per row shows no test is absent from every PR row. The first push after merge is what proves e2e-push materialises.
