Fix ExArrow.GenStage.*Producer compilation when :gen_stage is absent by gating producers at file scope, matching the AdbcPackagePool pattern. Bump to 0.7.2, add changelog/release notes, and update README, ADBC guide, and livebooks (Hex ~> 0.7.2, ex-arrow.hexdocs.pm links, local build/test and ADBC integration instructions). Harden adbc_package test teardown. - closed #241
