gp-data-loader is archived (superseded by people-api-loader in the gp-data-platform monorepo), so the bot no longer needs write or auto-review scope on it. Removed from both lists and the WRITE_REPOS test expectation. gp-data-matcha is intentionally retained (still active). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
