fix(docker): publish TAP Mongo on 27027 and stop auto-restart - #264

Local Mongo used restart: always on host 27017, so Docker Desktop brought it back and stole the default Mongo port. Pin mongo:8.2, publish 27027, and bind-mount app source for Docker hot reload.

Local TAP Mongo no longer binds 27017 or restarts itself after Docker Desktop comes back.

restart: alwayson 27017 brought TAP Mongo back on every Docker start and blocked other local apps. Not a crash loop.How?
