meta/problems: add hostPlatform to genCheckProblems

This will enable future work where e.g. unsupported platform errors

• Tested, as applicable:
  • NixOS tests in nixos/tests.
  • Package tests at passthru.tests.
  • Tests in lib/tests or pkgs/test for functions and "core" functionality.
