feat: add Browserbase fetch through AI Gateway

Summary

Adds Browserbase Fetch through AI Gateway with webFetchProvider({ provider: "browserbase" }), using the agent's Gateway credentials. This draft preserves the existing local webFetch tool and adds a provider-fetch-tool manifest variant for Gateway execution. The factory name and manifest representation are open for review. Search is separate in #4029.

Validation

• 114 focused tests passed, along with build, typecheck, lint, formatting, docs and contract checks.
• Live Gateway fetch returned HTTP 200 and Example Domain content.
• Added a fetch E2E eval for CI. The fixture builds and typechecks locally.
