Adds a failing regression test: if an extension mount doesn't resolve, eve build throws an internal unused-binding error and the discovery diagnostic that names the cause is never shown. The fix comes in a stacked PR.

Why

@agent-browser/eve@0.38.1 requires tool contract v21, which eve dropped in #2997. Discovery reports discover/extension-capability-incompatible and leaves the mount out of resolvedExtensions. Compilation still binds the mount file anyway, so NodeModuleLifecycle.finalize throws before the discovery diagnostics are printed:

Selected module binding "extensions/browser.ts" has no compile or runtime usage.

A mount that points at a package that isn't installed hits the same error.

Repro

On origin/main (c32047cb):

AssertionError: expected [Function] to throw error including 'Extension "@acme/widget" requires too…' but got 'Selected module binding "extensions/w…'

Expected: "Extension "@acme/widget" requires tool contract v65"
Received: "Selected module binding "extensions/widget.mjs" has no compile or runtime usage."

The reporter's minimal app fails the same way on eve@0.58.1 and on main.

Regressed in

#2516 (b3cf8ee1, first in eve@0.45.0). With the same incompatible fixture, eve@0.44.4 reports Extension "@acme/widget" requires tool contract v999 .... git bisect run between eve@0.44.4 and eve@0.45.0 points to b3cf8ee1. That commit started projecting every manifest.extensions declaration as a module candidate, but only resolved mounts are ever marked as used.
