When brotli quality is set to 0 this triggers an alternate patch size computation mode where the compressed size of a patch is estimated using a compression ratio (specific to the input font) instead of actually running brotli compression.
Gives much faster segmentation runtimes at the cost of reducing the overall quality of the segmentation.
