[DOCS-1016] Add colab notebook to demo image normalization

Add a notebook that demonstrates image normalization:

• In [0, 1] range
• In [-1, 1] range (more contrast)
• Avoiding normalization using a PIL image
• Disabling normalization explicitly

This notebook supports:

• docs: enhance wandb.Image docstrings for better normalization documentation wandb#10380
• Add comprehensive image normalization documentation for wandb.Image DOCS-1016 docs#1559

This is part of a three-part project. The other two PRs are:

• Docs change: Add comprehensive image normalization documentation for wandb.Image DOCS-1016 docs#1559
• wandb/wandb change: docs: enhance wandb.Image docstrings for better normalization documentation wandb#10380

Testing

Ran all cells of the notebook in Colab, verified the output images were normalized or not, depending on the intention of the specific cell
