* PHP: Update `squizlabs/php_codesniffer` from 3.13.5 to [3.13.6](https://github.com/PHPCSStandards/PHP_CodeSniffer/releases/tag/3.13.6), which fixes OS command injection in the `Gitblame`, `Hgblame` and `Svnblame` reports — a file whose name contains shell metacharacters could execute attacker-controlled commands on the scanning host.
[CVE-2026-67434](https://github.com/PHPCSStandards/PHP_CodeSniffer/security/advisories/GHSA-hmqg-cxww-wqhq) / CWE-78, CVSS 7.3 (high). **Only the three blame reports are affected; the default `Full` report and the other reports are not.** In practice the exposure is a CI job that runs one of those reports over an untrusted branch or pull request.

As with the previous release, 7.0.1 and 7.0.0 pin the affected `php_codesniffer` 3.13.5 exactly, so Composer 2.10+ refuses to resolve them at all (`policy.advisories.block` defaults to on) — 7.0.2 is required for `composer update` to succeed, not just for the fix.

The major bump only raises its own minimum PHP_CodeSniffer version to 3.13.5 and moves internals onto `phpcsstandards/phpcsutils`; no sniff was removed or renamed.
