🧹 Remove unused imports in balancer/core.py

Removed unused Any and Optional imports from balancer/core.py to improve code health.
Also added a root .gitignore file to prevent __pycache__ and other artifacts from being committed, and removed accidentally tracked .pyc files.
Verified changes with pytest.
