🧹 Refactor MOCK_PATIENTS to separate file

Moved MOCK_PATIENTS constant from client/src/components/TransactionForm.tsx to client/src/mocks/patients.ts. This improves code organization by separating data from UI logic. Verified that the application still works correctly and the mock data is displayed in the UI.
